Work runs under a master services agreement. Each piece of work is its own time-boxed statement of work, with a defined scope and deliverables.
Discovery often comes first
Many engagements start with discovery, so the next statement of work is based on what is actually true.
Implementation is a separate statement of work
If a recommendation calls for building something, that build is scoped and agreed on its own. You decide whether to go ahead.
